The purpose of this study was to examine wwhether the mediating effect of mobility and the moderating effect of industrial structure exist in the relationship between the number of new COVID-19 confirmed cases in 17 metropolitan cities and provinces and sales of small business. As a result of the analysis, it was found that mobility has a mediating on the effect of the number of new COVID-19 confirmed patients on the sales of small business. It was found that the information and communications industry and the transportation and warehousing industries have a moderating effect to mitigate the negative impact on the number of new COVID-19 confirmed cases on the sales of local small business. In the post COVID-19 era, efforts to minimize the economic impact of the risk of infectious diseases will be needed through efforts to integrate the regional industrial structure with Untact services.
